TCM History
In the 1990s, increasing competition forced community banks to consider their credit card options. While many banks were interested in offering credit card products, some did not have the resources to succeed as direct issuers. Others were committed to credit card issuing, but needed expertise to maximize their business and portfolio development. After consulting with community bank leaders, ICBA Bancard responded in 1998 by developing the Total Card Management credit card solution and TCM Bank, N.A.
Today, TCM Bank serves as a trusted advisor to community banks, helping them build and strengthen customer relationships with a professionally-managed credit card program. Unlike other credit card issuers, we don’t cross-sell banking or retail products to our agent banks’ customers. We have only two functions: to purchase community bank credit card portfolios, and to help agent bank partners develop start-up portfolios.

In 2000, TCM Bank pioneered the Business Card Management program. This unique service allows community banks to build their relationships with local community businesses, while we handle the complexities of settlement and operations.

In 2002, we introduced customized marketing materials, and two new agent compensation programs — Participation Plus and 20/20 . Coupled with an active portfolio acquisition program, these innovations positioned TCM Bank to compete successfully against any other agent bank program in the country.
Our growth has accelerated in recent years. Now partnered with over 550 community banks across the U.S., we are proud to meet the credit card needs of more than 135,000 bank customers.
